"He fights for vacant belts" isn't a fact. It's a silly statement.

That Cotto has thus far won only vacant titles is a fact and a circumstance.

It happened that way, it wasn't meticulously planned that Cotto would only fight for vacant belts so that he wouldn't have to fight 'real' champions.

In other circumstances, he could have won belts off paper champs of a similar (or lesser) quality to the guys he beat for vacant titles.
