    Is Luis Ortiz retired?

    Looks like it.

So how many fighters that are no longer fighting
    but haven't officially retired?

Joyce signed with PBC 3 yrs ago and after dismantling his debut fight
he called out Ortiz for his next fight. Team Ortiz didn't make any effort to make the fight.
Same street, same uncle Al, same PBC house. Nothing happened.
Things change in a week, let alone 3 yrs. Priorities change.
Only reason why Ortiz is now interested is because he ran out of soft victims to tackle.
Ball is on PBC fighters court. Martin, Ruiz, Arreola, Breazeale, etc.

              Was he ever not retired?

The man is 59 yrs old and was only active to be a can for Wilder to knock off

The bogeyman never retires. All the up and coming heavyweight talent avoids him, even if they never heard of him...they avoid him.

You would think a fighter his age would use the little name recognition he has left to secure some notable fight. He just sits on the sidelines, refuses fights and then fights a third tier fighter. So much for the boogey man.
