He's obviously setting himself up for a potentially lucrative lawsuit for when they say no. As far as I'm aware this is untested ground legally speaking, but he might point to the success of his professional career thus far and argue that had he had the gold medal he would have been even more successful and therefore richer. Could be some good money to be made. Joyce is a smart man.

So it’s been found irregularities were found at Rio 2016 and Joyce wants to be elevated to gold which means there is a potential for other fighters at all stages of the tournament to feel the same which of course means no retrospective outcome will become true and valid . We all know amateur boxing at international level has been corrupt for years anyway . If I were Joyce I’d let it go and move forward.
