boxing as is, originated in the UK (queensbury rules) and made its way to the USA. any and most countries with ties to the UK and USA such as prolonged occupation or just general vicinity for the past say.... 50 years(?) will usually (but not always) have a decent boxing background (the phillipines, cuba, PR, panama, etc...).
thus, any (but not all) latin american countries without this influence will not have a good boxing background... but that's just speaking in generalities...Comment

What this program boils down to is a massive subsidy to those who employ those illegal aliens at low wages. It's also a massive subsidy to the Mexican government which doesn't have to take care of their own people, they can push them off on the sucker country next doo
