At least according to what I read, it seemed the testing was done under the au****es of WBC Clean Boxing program.
So wada and "out of competition" are irrelevant.
It was down to WBC whether to sanction the fight, strip Valdez, whatever which, as you say, they've already decided on.
Might as well just scrap "clean boxing".
