I would say the loss to Juan Manuel Marquez, when he got Plankqiauo'd. Manny was on all kinds of PEDs and got away with it through his Prime. JMM decided to play Pacquaio at his own game and took full advantage of the lax PED testing. Marquez himself was built like a man mountain for that fight, and it is clear to anyone with a brain that he was also juiced to the gills, same as Pacquaio. Nothing could be done about it though, because Pacquaio was cheating himself, so he just had to grin and bear it. Once the field was levelled in this way, Pacquaio got destroyed and planted on his face in a humiliating manner.

IMO Morales loss. Morales was outboxing him so bad he switched Southpaw and started taunting him and clowning him in the last round, and Pacquiao was in his absolute prime when this happened. The only guy to beat Pac in his prime with no controversy and he did it rather easily.
