Would anyone pick Ugas over Spence or Crawford?

No but he can compete with either and now when he unifies with either it's a much bigger fight.

Na but he will make it competitive and close neither will look great against him Ugas is a very tight fundamentally sound fighter he will give them work but he has nothing elite about him

Well, he beat Pacquiao ( old version) and he arguably beat Porter. So, yes, I believe he can until proven the opposite.

Not a chance. Not even after a 2 year layoff.

I don't want to say no nobody knows how truly good one is as he's fought scrubs and the other has a career threatening injury and has been largely inactive.

I think he's a very tough out for any WW. Not elite, not p4p but he's a solid, big ass WW with very good fundamentals.
