The exemption was to be accepted or declined by NSAC as well. But isn't it funny how Floyd got that exemption AFTER the fight for an abnormally large IV based on an obvious lie when Pacquiao didn't get an exemption for the shot in the shoulder when it was reported BEFORE the fight? Even you can see how that doesn't quite sound right.
And yes, Floyd won, and I agree. But, he beat an injured & badly compromised Manny. If Floyd really thought that he beat Manny at his best, he would have taken the rematch and collected what he calls 'easy money', as he does beating up on zero win Youtubers. He didn't take the rematch and the reason is pretty clear.

Freddie Roach said he missed drug tests, and isn’t it ironic that his newly hired representative was investigated by the FBI for fixing medical forms and cheating drug test. Majority of the fighters FM faced want a rematch does that mean he doesn’t believe he beat them just because he doesn’t grant them a rematch?Silly Argument.

Shady people Pacquiao and his camp are. Lying about injuries, lying on medical forms, stealing money, etc. Why does Pacquiao and his fans continue to talk about McGregor while secretly begging for the fight behind closed doors? That’s called being fraudulent.

Why would Pacquiao need an exemption? He listed all the drugs he took leading up to the fight one which included a WADA banned substance. It’s documented clear as day and you boxing fans keep ignoring it because you all love Pacquiao personality. Every time he loses it’s always an excuse with him.

What did Manny do in that fight that would scare any human?

secondly, let's assume you are right, when you say Manny's shoulder was hurt, what would Manny do different against Floyd, punch more? We all know that Manny's output has reduced greatly ever since, the great Manny has become economical with his punches, so again? What would Manny do different?
