IBF and IBO are 99% international in the lower weight classes and rarely televised unless another belt is on the line. It's really only in the last 7 or so years that we've seen IBF and IBO domestically, except HW and CW.
IBF is really only seen when someone goes over the pond to get it.
Remember Indongo, he was IBO champion along with I believe WBO, and nobody had heard of him. He fought televised, but rarely.
Guys like Eubank Jr. and Cory Spinks brought prestige to the IBO with their promotion.
