Both Floyd and Pac had situations and drama involving 24hrs from their fight. That’s why it creates scenarios for PURE cheating for stuff non related to a banned list. In essence such “cheating” for the scenarios within 24 hrs before the fight could be perceived as worse than fighters having been wrongfully accused months before for something less drastic.
