Again we are discussing the term not the real world definition of a lottery and how that lottery works. You used a phrase which is used to suggest that the person has the winning ticket. I get what you were going for, but you used the wrong phrase to express your point.

The term is "winning lottery ticket" that's not the term i used. Having a lottery ticket makes no sense if you want to express someone winning big, because just having a ticket means you've won nothing. Maybe it's one of those US thing like "I could care less" when you actually mean "I couldn't care less"

No its not a US thing. Those two phrases are a means to the same ends, and are interchangeable. "I could care less" means that u care so little for something that there is actually more levels of not caring you can and are willing to go. "I couldn't care less" means you have reached the lowest threshold of not caring.
