There's no doubt that Mayweather is the better skilled fighter. Mayweather is probably the most skilled fighter ever but he hasn't accomplish much as a great. If you want to be consider a great, you have to be stepping it up in your 3-4th and above weight. Mayweather 1st and 2nd classes he prettey much fought the best but anything after that has been just for show. Pacquiao only weight class that you can prettey much say he didn't fight the best is 135.
