          The fine is in civil court!

          He is gonna have to pay for the injury to actual people and that is not monetary.

            The case is a misdemeanor, not even a felony, which they still need to prove. Career ending? You are negatively too dramatic.

                Do they have a video of him actually driving the car? A good lawyer can still wiggle you out of that, provided he hasn't talked to the police or admitted anything. But it's a Civil case, not criminal so the burden of proof is a lot less. I think in the end he'll still be paying someone out, and he'll go on with his career.

                  A fine is imposed by a criminal court. Recovery is ordered by a civil court. (Although I think criminal courts can order a defendant to pay restitution to victims, but that's a little different)

                  It's entirely possible that the criminal court could impose a fine, and Mr. Davis would still have to pay compensation to the victims

                    Mr. Davis is being charged criminally. As far as needing video, if Mr. Davis is the registered owner, and they have eyewitness testimony (which I assume they have), the prosecution has a prima facie case.

                      Eye witness testimony is the least reliable, a good lawyer can cast doubt over what those people saw. It only takes 1 contradictory statement. Also it could be his car, but that doesn't mean he was driving necessarily. Again all of this contingent on him not admitting anything or talking to the police in the first place.
