From what I understand, Trinidad was a Don King Fighter. It was hard to make fights with his fighters unless you signed a promotional deal for so many fights. That is a reason so many of his champs didn't unify, Azumah Nelson, Frankie Liles etc. Oscar managed to do it with Trinidad and Chavez did with M. Taylor(Duva/Main Events).
And besides having to sign contracts, many promoters would stay away from King promotions because they were not sure they would get fair officiating. So many fights didn't happen more so because of promotional differences rather than fighters not willing(like it is in these times)
