When two guys want to fight but the promoter isn't willing to put up enough money to satisfy both guys, the only way to do that fight is PPV. PBC has been pinching pennies during the pandemic, probably not willing to throw much into this fight, but I guess they see no problem putting it on PPV and letting the market decide what it's worth.

If he doesnt want to compete against higher level fighters, PBC should use their budget for better fights.
