Actually, no, it doesn't. Marquez going up to welterweight is exactly like Pacquiao when he faced Oscar. But here's the kicker--in all likelihood Marquez will be slower and will have less power when he faces Mayweather, who will be closer to his natural weight than Oscar at 147. If he beats JMM, it will be his skills. And lets not ignore the possibility that floyd may be slower than he was 2 years ago, since he has aged and been out of the ring for a 18 months.
