Whitaker was past his prime at the time and still didn't lose to Oscar. Infact, in my opinion, Whitaker was undefeated going into the Tito fight. Doesn't matter that he got dropped a few, so have alot of fighters. Sad that a few would bring up Roger Mayweather but completely ignore the fact that Whitaker dominated that fight. Roger Mayweather was a good/ underated fighter and one thing you can't take away from the Black Mamba was his right hand, he had a powerful right hand and knew how to hide it, that was the punch he landed on Whitaker.

Whitaker fought better, tougher & more versatile competition. Pac has fought the best mexican fighters I agree.
