Dude, that's the world of Boxing. Bob Arum isn't the sole reason why Boxing's popularity had declined. It's not like he's the only promoter in Boxing.

To me, the less promoters there are the better.

Mosley,Cotto,pac all fought some top guys,..

They put most of their top guys against average fighters. Doesn't impress me. Pacquiao is a different story, however.
