I think that might've happened in 95-96, or it was some mess with the promotional teams and Duva or something. I remember reading that promotional issues screwed up a possible fight around this time.
The avoidance part that was really bad was in 1992-93, when the Lewis-Ruddock/Bowe-Holyfield 1 winners were contracted to face off. Then Bowe gave up the WBC belt and elected to fight soft-touches like Dokes and Ferguson, and a rematch with Holyfield 2 which Bowe didn't take as serious as he should have.
HBO was giving out big dollars for easier fights and Newman/Bowe took it.
I do think the fight eventually would've happened if both guys kept winning.Comment

I blame Dempsey in the beginning, (he was quoted by The Ring as saying he'd pay no attention to colored fighters), but not later on.
Dempsey signed to fight Wills, but Rickard pulled the plug. Wills still got some nice money though.
I've seen pictures (can't find them) of them shaking hands after signing a contract.
