I just read an article on endi.com from Valcarcel were he says that even if Cotto doesn't put the title on the line, the WBO has to approve ANY fight from their champions and the fighter has to pay the fine EVEN if the title is not on the line. Supposely the champ and the challenger have to pay 3% of their purse to the WBO up to a max of $150K each. So they will have to pay the WBO $300,000.

i wouldn't be surprised if they strip cotto and put the vacant belt on the line for pacquiao (if pacquiao pays the fees)

IBF = Shameless, Margarito and Clottey both had to vacate their versions to fight Cotto,
WBC = Shameless, it's the WBC.

All of the four major sanctioning bodies are shameless. If it isn't The Ring's belt, you can't class yourself as a champion as far as I'm concerned.
