he cant win it back if he vacates it..only pacquiao can..But if Cotto wins..he'll be ranked #1 and his next fight could be for the belt back.

If I were Cotto, I would vacate the belt and say "eff you!" to the WBO. It doesn't matter to him if he keeps it or not since he's already stated that he'll fight 2-3 more times. He can do those fights without the belt and maybe fight one of the other champs for theirs.

He'd still have to pay the sanctioning fee if he wants to fight for the belt. Might as well just give it up and NOT pay the fee by Manny not accepting to fight for the belt (or Cotto refusing to fight for it).
