Never. He always wanted to fight Floyd, but he knew Floyd wasn't interested so he rather saved his words. Mayweather would be ask many times if he wanted to fight Cotto, but he never was willing to, for whatever reason. Cotto did fight Mosley while Mayweather hasn't. Mosley would've been a bigger challenge for Mayweather than any of Mayweather's history of opponents.
