I don't think he would, he would go after Pacquiao hard saying "everyone wants to see that fight and who the hell is Miguel Cotto?" He might fight Cotto if Pac wins convincingly, but even then I'm not sure he would.

Honestly if a fighter wants to fight Floyd it is easy enough, make Floyd an offer he can not refuse on the money side and he will do whatever (example Oscar fight).
Also Arum owes Floyd a lot of money, if someone owed me a lot of cash working with them would be pretty much impossible. If Floyd and Arum can come to terms on this matter, then there can be a fight until this is dealt with it is hard to see happeaning (it is the same situation with Pacman also that is why I see Floyd fighting Mosley first before either).
I see money and bull**** (between Floyd and Arum) mainly money though, as to why this fight has never gone beyond public chatter. I don''t think either fighter is affraid of the other.
