What some of you do not get.

If Cotto vacates the title, the WBO can easily make the fight for the vacant title. There is no way in getting around it.

yes but then Cotto wont have to pay the sanctioning fee, and Pacquiao winning the title will be a Mockery because it will be only at stake for Pacquiao not for Cotto.

Would Cotto have to pay sanctioning fees for that to happen?

Can the WBO make Cotto and Pacquiao fight for that vacant title of they don't want to?

            I don't think so.

They are under no obligation to do anything with the WBO.

I think the fighters are starting to realize how much more power they have when it comes to these situations.

No I don't think so. That isn't the point though. This will be a title fight anyhow.

Pacquiao wants the title, the WBO will put Pacquiao in the top ten, if Cotto vacates it he will be number one on the WBO list, then ta da they make the fight for the vacant title.

If Cotto vacates by rule Pacquaio would have to face Joshua Clottey for the title if Im not mistaken, that will never happen.
