Technically, a welterweight fight can take place anywhere from 142-147lbs.

A welterweight normal fight yes but not a "Championship Fight" which by WBO rules and Regulation are fight UP TO 147, not up to 145.

He deserves respect because he has earn respect thru his boxing career. He has never been involved in negociation issues even against lesser oponents and has always come straight forward going by his principles and word have been as good as any contract. On the contrary Pacqiao's team had problems with DLH, Hatton and now Cotto. That's why Cotto deserves respect because he has earned it with his action in the boxing world
