Sumtimes the fighters feel safe wit a belt and they content to fight soft opponents forever. Other times the sanctioning bodies don't allow it.

Because fighters who unify are tied up with like 3 mandatories every year, have to pay sanctioning fees, and are stripped as soon as they want to fight anyone. Look at Tim Bradley. Beat two legit beltholders and they stripped him because he wanted to fight Campbell.

                Politics, promoters, santioning fees, ect...

The whole system of professional boxing should be gutted. Make ONE organization (similar to FIFA in soccer) with about 11 weight classes and ONE world champion in each class. To crown the initial champion a 8 or 16 man seeded elimination tournament should be made to crown the new champion. All the fighters should sign onto this idea and just drop all the alphabet belts. If they ignore the sanctioning bodies and no one ever pays sanctioning fees they will go out of business.

I hate that too, I have a few reasons why:
1-Sanctioning bodies, they are the worst. They charge those fees, they strip some fighters when they're about to unify because they want them to fight a meaningless mandatory instead of another beltholder.

2-Promoters, they couldn't care less about "who's the best, or the real champ" they just want the most marketeable fighter.
                  Example:
**Bob Arum with Juanma Lopez(not fighting Caballero)
**Bob Arum with Pavlik (not fighting Abraham or Sturm)
3-Fighters who take those belt like hostages forever and never intend to unify.
                  Example:
**Zsolt Erdei, Chris John, Edgar Sosa, Felix Sturm etc.
