Do you understand what a catchweight is? I hope you do. If you do..You should know that at a catchweight the title can still be on the line if within the WW limit and or at an agreed catchweight. So...whats the problem here?

Pacquiao said he can't make it at 147 but can make it lower and still inside ww limit... Cotto says he can't make it lower than 145 but still can fight inside ww limit of 147... so to be fair in both fighters, make it happen on the weight they selected inside 147 limit... no excuses...
