Anything under 147lbs. & above 140lbs. not only can be considered but exactly a welterweight...

Cotto as a welterweight, anywhere he weighs between 140 & 147 he really represents a welterweight...147 is the limit for a welterweight...

For Pacquiao as a jr. welterweight, anywhere he weighs between 135 & 140 he really represents a jr. welterweight...140 is the limit for a jr. welterweight...

But when Pac started to step above the 140 limit or within the range of 140 - 147, he fights for the welterweight...

Thats true that welterweight is 141-147 so fine let pac come in at 141 if he likes, but why restrict the other fighter to a 145lb limit rather the normal 147lb limit n still consider it a true weletweight fight??
