I can't say the seventh weight class is a big deal in a boxing world which used to from flyweight at 112 pounds on up to seven other classes including heavyweight. In today's more the merrier world, there are world champs at 106, 108, 112 and 115 pounds before you even get to bantamweight.
Pacquiao is crazy if he thinks Cotto will just give him a chance to fight for the title like that.The conditions have to change for Pacquiao to fight for the title.He's obviously ******ed or he thinks he's God's gift to boxing.
1-He has to have the fight at 147lbs for the title.He cant expect Cotto to come down to 145 and defend his own 147 title at 145 that's not right.
2-The purse split has to change,Cotto is the champion and he cant get 35% to defend his own title.

The real argument on cottos side is that if he's going to defend his belt he has have the free will to weigh in anywhere the WW scale even, if it means 147.
But, by Manny asking for a catchweight of 145 that tells Cotto basically that WW is 141-145 and that he can't weigh in on his own free will at 146 or 147.
Now technically, by WBO rules and regulation the defending champion should have that right to do so,but since he signed the contract that totally negates everything i've said from the 3rd sentence down

The negotiation is not yet finished. And its Cotto's demand not to take the
belt with it. The fight is WW max is 147. 141-146 is also WW.
They are catching 145 to make fight fair.
The works is to make fight balance. Pac is a smaller guy. Bigger guy is Cotto.
In fight night Cotto will weight 160 and Pac about 147-148.
Pac have to agree on 145 and not clear on belt but Cotto is ok with purse and
weight. 145 is easy for Cotto.
Look at Mosley he is trying to challenge Pac on 140.
Pac fought ODLH at 147 weighing 142 to 148 coz ODLH last fought at jr MW.

**regarding the first bold, your right, 147 is the max for Welter, hell Cotto weighed in at 146 for his last Welter fight .. one can hope that with a good diet and etc come Nov 14th Cotto can drop the extra lb and be at a healthy 145 by weigh in time

so at the end of the day, the title not being on the line wouldn't be the end of the world, but as a boxing fan, you can't help but find this issue just a bit agitating.
Manny thinks he's (Burger King) and wants his way. If you go back and look at all the great fighters in history, they all went up to the next weight class and competed, some have lost and the great one's won. The rules shouldn't change for Manny, the world doesn't revolve around Manny and if it was up to him and the Roach, he'd want the WBO title fight to be at 143. So *** him!!
