If he wants to win a WW title.
And WW is between 41 and 47', then let him come in at any weight he wants and let Cotto come in at any weight he wants AS LONG AS THEY ARE WITHIN 41 47'.
Problem solved.

If WW is between 41 and 47' then let Packy come in at any weight within those parameters and let Cotto come in at 47'?
Whats the problem?
With that said, catch weight fights can still be title fights. There are many good examples for this argument.
If it's a non-title fight and if Pac beats Cotto, and Cotto is still WBO welterweight champ do you really think he's still the champion? Considering the fact that 145 lbs is within the WW limit. Think about it.

If Packy wants to clear doubts then just fight the damn thing at 47'.
Why *****foot around w/ 45'?
He wants to have his cake and eat it too.
Fan's will always question the legitimacy of the win if he carries on this way.

Cotto doesn't seem to be very confident in his chances if he doesn't want to risk his title. The fight is at a WW weight (141-147,) why shouldn't his title be on the line?
