You kno technically you can weight in at 141 pounds and be considered a welterweight. I'm not to big on catchweights, either make the weight or get lost

And he was weight drain in his last 4 fights at teh weight!!

Cotto cant make 140 anymore hence why he moved up in weight and Manny already fought at 147 and he can fight there, because is easier to move up than move down.
