Because he has moved through divisions defeated champions and
defended his titles, same as Floyd. These fighters became P4P the
best because they won belts by defeating opposition. Same with
Mosley and De La Hoya......I know that it may not mean anything
to you but if Cotto is to be considered in the HOF he has to do
a lot more. For Cotto to get a HOF look, he would potentially have
to beat Manny and Mosley (Again) for the WW title. Cotto NEEDS

If PBF would had fought all the boxers and champion that he has beaten in vacant title fights too, He will still be as great as he is.

Once again it is who you fought, not how you won the titles. The great boxers careers are always measured by the quality of their oponents not how they won the titles. True that the quantity of title also influnce and add to you legacy but if you win 5 vacant titles (not saying Cotto has 5 title this is just an example) and defend and win them against the best (Mosley, Zab Judah, PBF, Pacquiao, Clottey, Margarito) does that mean the that if a class B boxer beat fighters like, Baldomir, Collazo, Quintana, Urkal for their current title, is greater than the one who has 5 vacant titles victories but the quality of his opponents are class B boxers. No way, that Class B fighter will need to defend his non-vacant title won against the best. Am I wrong for saying that???
I beleive I've proven my point on this matter. Pacquiao and PBF are great not because the won non-vacant titles, they are great because of all the titles that they have one and against who they have won and defended the titles.

Does that matter?? PBF could fight JMM and lose will that mean that if Cotto fight JMM after he will lose also, or if PBF beats JMM does that mean that Cotto is guaranteed to beat JMM. Last 4 fight for Cotto at 140 his oponents had ony 2 losses combined 100wins 2 lost. so it's not like Cotto was not fighting some of the best at the moement in that division and also keep in mind that Arum has always made the decision on who Cotto fight and by that time was when Arum and PBF were having their problems

more in the division but STILL wasn't ready for Floyd?
However you must agree that Cotto in 2006 (last time he fought at 140) would had been a better oponent for PBF than Judah and Baldomir (both fought PBF in 2006) therefor he might have been ready, we will never know.
And Hatton doesn't even count because he came to USA to fight at 140 in 2007 when Cotto was already at 147. I still think Pacquiao should pass on this fight. Let Mosely and Cotto handle their business first. JMM, Floyd Jr. and Pacquiao are techincally the 3 kings of the 140-147 crowd. I consider Cotto, Mosely, Clottey the bigger side of 147, but the previous trio are what considered "mainstream boxing" at the moment.
I think Pacquiao shouldn't take this fight because Cotto is a big welterweight. Even if their fighting at 145 or somethin like that, Cotto still comes in damn near 160. Hopefully it should be a good fight.
What if Pacquiao won in a dominating fashion like this last two mega fights? That would be soo fcukin dope.
