Pacquiao will insist on OCt 17 fight
Pacquiao is currently shooting a movie here in the Philippines where he will play the lead role. During one of the breaks, he was interviewed. During the interview he kept on saying that his next fight will be on October 17. November 14 seems out of the question as far as he is concerned. I don't know how this will play out but until the Cotto contract is signed nothing is definite, including Cotto being Pacquiao's next opponent because if Cotto will not fight on October 17 Pacquiao might just find someone else willing to fight in October 17 (Mosley perhaps).

And if Cotto wins, he still has the belt. No harm, no foul.
The fight seems like it's going to be made anyways, and the winner will be champ and the loser doesn't deserve anything anyways.
I really don't think either guy cares about the "mandatory" thing anyways.Cotto and Pac will get great fights anyways regardless what any organization says if they don't fight each other.

I think it's fine. It's clearly a title worthy fight, Manny is No. 1 P4P and would beat everyone in the top 10 rankings of the WBO for Welterweight. I don't see the problem, it's not like there's anyone else really worthy of the chance apart from a Clottey rematch (which won't happen) or Mosley.
