Don't really understand the purpose. It definitely agree that it should be a title fight, but what, if Pac isn't the number 1 ranked guy than it wouldn't be a title fight? How does that work?

Or are they just doing this so that if Cotto wins he's obliged his mandatory and is free to fight who he wants? In that case, I love it.
