Plain and simple, fighters and viewers are likely to fight/pay for high revenued fights regardless if they are "American" or "Foreign". If "American Boxers" can create another Oscar De la Hoya which cann sell for PPV and sells seats than that will work.

Manny Pacquiao is not (Apollo Creed) who gives an unknown fighter (Guzman, Campbell, Bradley, Berto and Williams) a chance to fight him. This is not a movie. Manny Pacquaio also has many American supporter's who would pay to watch him.
