If you're talking @ Welterweight, it's a no contest. Floyd hasn't faced 1 single Welterweight.
Fighting the likes of Margarito, Clottey, Quintana, Mosley, and Torres is a hell of a lot more dangerous than fighting Judah (former 140lbs'er), Mitchell, Baldomir, Oscar and Hatton.
Give Floyd credit though, he edges it overall for facing prime Castillo twice, prime Corrales, Genaro Hernandez, and Carlos Hernandez.
Cotto but only because he did.... Quintana(im not totally sure about this one though), Mosley, Margarito, Clottey. Everything else on his career isn't that great.

Mayweather has.... Chico, ODLH, Zab Judah.
Quintana was a risk. As he proved later on against Williams when he beat him like a redheaded stepchild and stole his Welterweight title.
Torres was also a risk. Torres is one of those guys who's not spectactular at any one thing, but pretty good with almost everything. And his power is the main component to his element of danger. He dropped Cott in that one, that's a risky fight.
Both guys could also get props for Demarcus Corley, also.
Corley never gets enough credit. He's been in the ring with a virtual "who's who" of the past generation, and while he came up short in those fights ; he made a great showing of himself and often hurt the other man as well.
(I know he wobbled Cotto, and I believe he stunned Mayweather Jr as well. Mayweather vs. Corley was a bull**** stoppage.)
