If indeed Cotto/Pacquiao has been made for November and Mayweather/Marquez has been cancelled, then the only logical solution for Floyd would be a bout with Mosley since Mosley is looking for a money fight.

Mosley is ovbiously a bigger draw than JMM and IS the Ring WW Champ so a defeat over him would provide more ammunition at the negotiating table.

Mosley has the best claim to being the Welterweight champ, but he is not the Ring champ. Paul Williams was forced out of the division. But I agree with you on all your other points. A fight between Mosley and Mayweather would be great. And Mosley has chased Floyd's ass forever.
