He's been The Ring's no. 1 or no. 2 contender for all of the last four years, and they did not give him that ranking by association with anyone.

Yeah but the Jr Welter division hasnt been great for a long time. I just think people overrate him because Hatton never fought him.

As I said, that is certainly not the reason that The Ring rate him as highly as they do. Witter is no Pacquiao but I think he deserves the Ring ranking he's had and still has. And he's a lot more skilled than any of the Jnr Welters that Hatton has beaten. Two years ago, it would have been a pick 'em fight, IMO. Now, I think Witter would win easily.
