I think it might be because Haye is part of HBO's "Class of 2009" which is a group of fighters they planned to showcase this year so they really wanted to broadcast him. By rejecting the Chagaev fight perhaps they were trying to lure Wlad into holding off the fight but it may have backfired.
I think HBO has been fair to Wlad for the most part. Perhaps their investment in him just hasn't paid off for whatever reason.
I can't post it since I have under 15 posts but some may remember the Brock-Wlad HBO poster advertised as the heavyweight championship. You can probably check google image search to find it. It's clear that Wlad is the fighter they are promoting. In fact the American fighter Brock isn't even pictured!
