I guess he meant a fighter under 147 pounds called him out.

Mayweather:"Marquez caled me out, Pacquio didn't.

In order to be a fairer fight, Mayweather should drop down to 140. When Manny fought Oscar, Oscar was drained at 147. He would have been beaten by Marquez. Now Floyd is another story. He won't be drained at 147 or 144. That's the only reason I'm giving the edge to Mayweather. He's going to be the physically bigger and stronger fighter amongst his many attributes...At 140 I truly believe Marquez can win. Don't forget that mayweather is faster than marquez and speed kills. They must have given marquez a lot of money to agree on 144 or 147.

Ha, ha, ha, ha, ha!! That was funny. I think one time Paul Williams
said that since "Floyd is retired" he'll fight such and such, I can't recollect
him ever going hard at Floyd like he did for Cotto. Williams said after the Quintana rematch that he wanted to fight Cotto and even his team was calling Cotto's name in the back ground. What's ironic is that Williams left because he couldn't get a fight at 147 and Cotto came back and fought a
tomato can for the same belt Williams vacated because he couldn't
            get a fight?

Get on you tube and you will see the footage of Margo going up to Floyd and personally asking him. Also he was offered 8 million dollars to face him and he fought Baldomir

nah, he said, for Antonio Margarito to keep fighting and winning and they
will fight down the line and it will be greater later but right now he is
looking for big $ fights and Margarito wasn't it. That's the time Floyd
was chasing Oscar De La Hoya at that convention when Margarito
stepped to him. He wasn't even focused on Margarito and anyways
people should disregard Cheato anyways because he proved he never
was worth giving a shot anyways.

Paul Williams called Miguel Cotto out on many occasions. Specifically
after the Carlos Quintana rematch and come to think about Cotto is
holding the belt that Williams vacated. Cotto didn't fight and beat him
                    for it.
