In Pacman's last 10 fights he has fought 9 mexican or of mexican origin and the only non-mexican he fought is a face first mexican style fighter...That isnt a coincidence.

it wasn't a tournament where the winners fight each other. it was tuneups designed to showcase both before their rematch.
morales was trying 135. raheem was a 135 fighter.
pacquiao has had 2 fights since the diaz fight. would any fighter in their right mind fight nate campbell over huge payday , big fights with hatton and delahoya?
