He did eventually offer Marquez a fight though in 2000 which got turned down because JMM wanted more money. The offer came after he beat Bungu.

No Hamed was willing to fight Morales because he would have made alot of money off of him while giving Morales only 15 percent of the purse. However at that time marquez would have only made Hamed about 8 million, which he considered chump change.
