Pacquiao refusing to fight Cotto at 145 and wants to fight at 140

so cotto must drop from his mw down to 140. which really should only be about 7 lbs lost from 147 the WEIGHT HE CAMPAIGNS AT. instead of losing well over 15+lbs in what 2-3 months. yet he's considered weight drained and shouldn't think of fighting at 140?

If this is true it does seem a little unfair to Cotto, but if it was at 140 at least it'd be for a linear championship. And if Cotto won at that weight then that would be his first legit title. Cotto shouldn't have to drain all that weight though. Pac wants fights with drained zombies it seems like.
