People don't wanna see an unfair fight against Cotto. At a catchweight its unfair for Cotto, at 147 its unfair for Manny. Pacquiao/PBF is a fair fight at whatever weight and is the fight people want to see, but Arum is afraid that should Manny lose he will not be seen as "the best fighter of all time" which is what he is trying to make him into, through his very clever tactics of choosing fighters.

hell pacquiao is a at a big size disadvantage at 140 against most guys tbh.
freddie is just doing what any trainer would do and look out for his fighter.
this is not a case of say floyd being 147 champ and campaigning at 147 yet not wanting to fight big 147 guys , his fighter is a 135 guy really who is willing to fight at 140 and 147 for big fights and big paydays.
if manny who should be fighting at 135 is willing to meet guys so much bigger than him for the big money and big name fights , then guys should be willing to concede a little bit back as well.Comment

I think Bob's not ducking for Manny, it's more like a leverage in the negotiating table (PBF, Haymon), but you do have a point. It's a win-win situation for Arum. He'll let Cotto fight Pac as long as he re-signs with Top Rank, either way, he will still have the winner of the fight in his stable. Pac's not a 135 fighter anymore. Freddie explained this. Pac told him that they were moving up to 140 because 135 was to hard to make. Pac showed up at 147 for his fight with Diaz. He even said Pac was as high as 152 with 6% bodyfat during the Oscar training.Comment
