Yeah, Pacquiao has improved a lot over the years. I know Arum can exaggerate the prowess of his fighters quite a bit but I think he's right in saying that Pacquiao is quite possibly the most improved fighter at an elite level ever, don't see too many elite fighters improving the way he has fight by fight.

Pacquiao didn't have a bad amateur career though, he was 60-4 as an amateur and was part of the Filipino national amateur team.
