mayweather might be a more complete boxer but he needs to prove against top fighters all his skills.
i voted cotto just because he's willing to fight anybody

floyd fought the best in his first 2 divisions..cotto is in his second division right???let me see cotto go 2 168 and fight the best

So Floyd puts on 17lbs to Welterweight, right.
But Cotto has to put on 28lbs to get the same results?

Cotto at 168 would be as close in size to the elite as Mayweather is at WW? Lets not get too carried away now.

Cotto kicks his ass.. which is why Mayweather wont get anywhere near him.
All time wise, Mayweather's resume is better though.. Mayweather has been a pro longer then Cotto has though.

floyd put on 24 pounds..he fought oscar at 154
