It's because Mayweather is a much more definite threat, and preemptive excuses need to be set up to discredit Floyd even before he fight Pac.

nah maybe they learnt that pac was not that comfortable at that
weight AFTER the fight happened .. I think pac looks stronger
at 140 than 147 ... at 147 he was REALLY small

With Pac vs. dela Hoya, there was a contract clause for a catch weight of 145 lbs., in excess of that dela Hoya would be penalized 1M per pound. So they actually officially fought at 145.

Of course, Pac can fight Mayweather at 145, even 147. But PBF chose to fight JMM, of course (because he was out-of-tune, and this was a tune-up).
