You have to look at it 10-steps ahead, you have to get inside these fighters shoes(or at least try to). Arum offers Cotto a fight with Pacquiao if he beats Clottey, that eliminates a rematch with Mosley and that leaves Mayweather with nobody but Mosley. Cotto kills two birds with one stone by fighting Pacquiao.

Why? with the possibility of Mayweather fighting and beating Mosley, Mosley will no longer be in the picture. A win over Pacquiao makes him the top dog and most likely the most wanted fighter out there. Two birds, one stone.

Mayweather eliminates the Mosley hype, Cotto eliminates the Pacquiao hype. Let the Mayweather vs Cotto hype begin. 2010.
