          Both are smaller than the guys they fight now at WW and LHW, but neither could make the weight they started out at because they didn't start out with "adult" bodies.

              Legally yes, but not at peak physical maturity and not always for everyone....some people develop and peak at different ages.

                    I specified that I was speaking the case in older fighters who have certainly stopped growing. I did this when other posters questioned younger fighters who have moved up as they aged though I should have put that in the original post....I am not spinning anything. Once you are at peak physical maturity if you more moving up you are not bigger but rather blown up or you were always bigger than the fighters who you were fighting. It is one or the other you cannot be smaller before and bigger later, but people try and spin it that way thus ignoring reality.
