Remember elite fighters are ones who can dominate divisions if weight and height werent an issue and also possess the skills to hold there own. By skills I mean boxing, power, speed, footwork, countering, defense, etc.....

Its a close one but at 140 i think he falls just short of elite, but very good. Above 140 id rate him as top 10

Ok clarification, by elite I dont mean popular or can sell tickets, cause Hatton is elite in those departments. Elite as in can perform and **** with the rest of them if weight wasnt an issue.
